Electronic communication was judged by many federal higher education institutions as a solution to optimize communication between their sectors, being implemented at the Federal University of Roraima (UFRR) through the Integrated Management System (SIG) in 2012.
UFRR reproduces the bottlenecks of the Brazilian public service, it has not been planned or trained for technological innovations in the fields of automation, control and information technology, applied to the processes of management and production of knowledge. We are an academic community in the 21st century with habits and practices of the nineteenth century. In this way, the practice of printing memos, even electronic ones, is used at full speed.
The purpose of this paper is to clarify why we have moved from the paper memo to the electronic one, but we do not change people and their "stability" by reproducing outdated practices.
