Abstract

Hydroelectric power plants are considered sources of clean energy and are essential for guaranteeing energy supply in the coming years. They can cause development in the regions in which they are installed, but its construction often causes serious and irreversible environmental impacts. In this context, this article aims to analyze the need for rezoning for ensuring the socio-economic and environmental sustainability of a site, after installation of a hydroelectric plant. Since this study was verified to the Environmental Conservation Plan and use of the plant around the Secret Hydroelectric reservoir, located in the southwest and south-central regions of the state of Paraná. To meet the objectives, methodology was used as the comparative analysis between the Environmental Plan conducted in 2008 by LACTEC - Institute of Technology for Development and the 2002. The results reveal that although the plant has brought benefits to the region, the payment of ICMS and other financial compensation demonstrated not be decisive for the transformation of municipalities. We also observed changes in socioeconomic and environmental data in 2008 compared to 2001 data, thus justifying the need for constant review of the plans stipulated at the time of construction of a hydroelectric plant, as well as their suitability according to the needs of municipalities affected over the years.
