POBREZA E QUALIDADE DE VIDA NOS MORROS CENTRAIS DE FLORIANÓPOLIS: A ESCALADA DE UM DISTANCIAMENTO (Poverty and standard of living on the central slum hills of Florianópolis: climbing over division)

Resumo

Migrações recentes trazem populações do ambiente rural catarinense para ocupar os espaços mais altos e íngremes dos morros centrais de Florianópolis. O novo contexto que se inicia na década de 1990 configura uma pobreza de novo tipo, sem expectativas de emprego formal ou relativamente estável, em busca de estratégias de reprodução social num cenário adverso de precarização das condições de vida. Visando compreender esse modus vivendi, um longo período de convívio nos morros centrais permitiu romper as barreiras da suspeição e de mascaramento, indispensáveis para destituir o olhar das convicções ligeiras. Mesmo considerando o caráter relacional da qualidade de vida - em comparação com as condições do local de origem ou aos fluxos migratórios anteriores – faz-se necessário o reconhecimento das contínuas restrições impostas à reprodução da vida nos espaços urbanos. A evolução lenta da moradia, dependente da exígua capacidade de poupança familiar, desenha uma paisagem urbana com construções insistentemente inacabadas. Os serviços de saúde e de educação, assim como as dificuldades de circulação frustram as expectativas de apropriação da vida urbana. Às frágeis ocupações em áreas de risco em bairros sem infra-estrutura urbana vem se somar o medo constante da violência. Resta, então, como alento, o apoio daqueles que compartilham das mesmas sensações e angústias. A vida em comum do bairro tenta abrandar o sentimento de destituição. Palavras-chave: pobreza; habitação; espaço urbano. ABSTRACT Recent migrations bring rural populations to occupy the highest and steep areas of central mounts of Florianópolis. The new context that begins in the 90's sets a new type of poverty, with no expectation of formal or relatively stable employment, in search of strategies of social reproduction in an adverse scenario of precarious living conditions. To understand this modus vivendi, a long period of coexistence in central mounts allowed to break the barriers of the suspicion and disguise, indispensable to dismiss the look of minor convictions. Even considering the relational character of quality of life - compared with the conditions of the original place or the previous migration flows - it is necessary to recognize the continuing restrictions on the reproduction of life in urban spaces. The slow evolution of the housing, dependent of exígua capacity of familiar savings, draws an urban landscape with insistently unfinished constructions. The education and health services, as well as the circulation difficulties frustrate the expectations of an urban life appropriation. To the fragile occupations in areas of risk in neighborhoods without urban infrastructure adds the constant fear of the violence. It remains, then, as encouragement, the support of those that shares the same sensations and anxieties. The common life of the neighborhood tries to soften the feeling of deprivation.
