DESARROLLO TERRITORIAL INTEGRADO, CIUDAD DIFUSA Y NUEVAS RURALIDADES: Consideraciones propositivas para fortalecer el tema de la ciudad-región en el diseño y revisión de los POT

Resumo

Uno de los temas más importantes, hoy en día, en el marco de la emergente ciudad-mundo, es el que tiene que ver con el concepto de “desarrollo territorial” por cuanto los dos componentes que lo conforman aluden a realidades cada vez más ambiguas y evanescentes; en este sentido, la comprensión de lo territorial, en el contexto de la realidad contemporánea que promueve, no sólo la globalización y sus nuevas dinámicas socio-espaciales, sino el pensamiento filosófico contemporáneo,cada vez más habituado a la movilidad, exige un posicionamiento frente al concepto de desarrollo en el marco de los fuertes desequilibrios territoriales que la globalización (y su particular idea de este concepto) ha traído consigo agravando los ya existentes. De esta forma, la reconfiguración de las relaciones entre el campo y la ciudad, a la luz de una idea renovada de uno y otra pero, también, de los conceptos de región y regionalización, supone construir unos también nuevos marcos de pensamiento desde los cuales se recualifiquen los instrumentos de planeamiento que sobre estos escenarios, hasta ahora, hemos empleado. ABSTRACT One of the most important themes, nowadays, in the mark of the emergent cityworld, it is what has to do with the concept of "territorial development" for as the two components that conform mention him/it more and more realities ambiguous and evanescent; in this sense, the understanding of the territorial, in the context of the contemporary reality that promotes, not only the globalization and your new partnerspace dynamics, but also the contemporary philosophical thought, more and more habituated the mobility, it demands a positioning front to the development concept in the mark of the forts territorial unbalances that the globalization (and your matter idealizes of this concept) he/she has been bringing with itself already worsening the existent. This way, the reconfiguration of the relationships between the field and the city, to the light of a renewed idea of an and other but, also, of the area concepts and regionalization, they suppose to build new marks of thoughts from the ones which if classify again the planning instruments that on on these sceneries, up to now, we have employee.
